Bureau of Indian Standard (BIS) is the National Standard Body of India established under the BIS Act 2016 for the development of the activities of standardization and quality certification of goods. BIS runs certification programs to issue licenses to Indian and foreign manufacturers for using standard mark on the product ensuring product safety, reliability and quality.

What are the two types of BIS Certificates for Importer Category?
Depending on the type of the product, there are two distinct types of BIS Certificates necessary for importing goods into India.
Compulsory Registration Scheme (CRS)
An Importer must make sure that the imported products must adhere to the standards set by the BIS, in order to be registered under the Compulsory Registration Scheme.
After the testing, analysing and the documentation is complete the product’s compliance will be declared.
No importer is allowed to sell or distribute goods in the Indian market if the product does not meet BIS requirements.

Foreign Manufacturers Certification Scheme (FMCS)
Under FMCS, the Certification of BIS is issued to foreign applicants or manufacturers within six months. The FMCS system was initially created in 2000, to allow international applicants to receive and use the ISI mark on their products.
The licence under FMCS can be granted for all products for which an Indian Standard exists except for the Electronics & IT Products notified under Compulsory Registration Scheme (CRS) of BIS
The FMCD (Foreign Manufacturers Certification Department) is located at the BIS headquarters in New Delhi and issues certificates of the FMCS scheme.

Company's PAN Card

What is the Procedure to obtain BIS Certificates?
Identify the Applicable standards
The first step is to identify the IS applicable of the product which is being imported
Submit the application for registration
Submission of the application for registration to the BIS agency for which the BIS certificate is needed. The application should be complete in all respects and must contain all the required information such as the product details, manufacturer details, testing requirements and etc.
Testing of samples
Once the samples are received by the BIS agency, they will conduct the testing process as per the relevant standard. The testing process is the most crucial stage of the certification process, and it may take several weeks to complete.

The next step is to find an authorized Indian BIS agency that handles testing and certification of the product which is imported
Provide Samples
After submitting the application, samples of the product must be provided to the authorized BIS agency for testing purposes. The sample quantity and size will depend on the standard to which the product is being tested.

If the product meets the relevant standards, the BIS agency will issue a certificate of conformity. This certificate will signify that the product has passed all the necessary tests and meets all the safety and performance standards.

All you need to know before applying for BIS Certificate:
Licence means a licence granted under Section 13 of BIS Act 2016 to use a specified Standard Mark in relation to any goods or article which conforms to a standard.
Products are brought under compulsory certification by the Central Government as per the provision of BIS Act, 2016 or other Acts.
For obtaining BIS licence, the manufacturer must have requisite manufacturing infrastructure, appropriate process controls, quality control and testing capabilities for the product as per relevant Indian Standard Specification (ISS). The product shall also conform to all requirements laid down in the ISS.
The Bureau grants the licence based on successful assessment of the manufacturing infrastructure, process controls, quality control and testing capabilities of the manufacturer through a visit to its manufacturing premises.
This is a certification scheme for a Foreign manufacturer who wants to obtain BIS Licence. The scheme is for certification of products other than Electronic and Information Technology Products.
Generally certification scheme of BIS is voluntary in nature, however for certain products as notified by Government of India under Quality Control Orders, they can be imported to India only with Standard Mark under a valid licence from BIS.

Yes, the foreign applicant has to nominate an Indian Resident as an Authorized Indian Representative (AIR) while submitting the application.
The AIR shall be an Indian resident and shall declare his consent to be responsible for compliance to the provisions of the BIS Act, rules, regulations and terms & conditions laid down in BIS Licence, Agreement, Undertaking etc. executed by or on behalf of the foreign manufacturer, by a senior person of branch or office in India shall be nominated as the AIR. In case, there is no such branch or office established in India or until it is established in India, the foreign manufacturer shall nominate an AIR in the prescribed format on firms’ letter-head. AIR is representative of one manufacturing firm only and does not represent other foreign manufacturers as AIR under the BIS Conformity Assessment schemes. However, in case of foreign manufacturers belonging to one group of companies and importers (related to the foreign manufacturer) nominated as AIR, this restriction shall not be applicable.
The AIR should be an Indian national; resident of India. However, he can be a foreign national if employed in any office or branch of the manufacturer in India but should be residing in India.
