      What is EPR Registration for Battery Waste?

      With the advent of electronic vehicles and the rising use of electric batteries, the demand for the Battery has grown at an exponential rate. Investment into the battery industry has increased in order to develop long-term storage solutions that will aid in the energy evolution.

      With the emphasis now on renewable energy, the use of electricity is getting common and popular amongst the general public. As a result, massive amounts of battery waste would be generated. To deal with the situation of rising battery waste, a hands-on policy is initiated by the Indian Government, known as the Battery Waste Management Rules, 2022.

      On 22nd August, 2022, the Ministry of Environment, Forests, and Climate Changes published the Battery Waste Management Rules, 2022, replacing the Battery (Management & Handling) Rules, 2001, in order to ensure environmentally sound management of used Batteries and Waste Batteries

      Who are required to obtain EPR Registration for Battery Waste?

      Following entities are required to obtain an EPR registration certificate for Battery Waste from Central Pollution Control Board:

      Producer

      The term “Producer” means an entity who engages in:

      1. Manufacture and sale of Battery including refurbished Battery, including in equipment, under its own brand.
      2. Sale of Battery including refurbished Battery, including in equipment, under its own brand produced by other manufacturers or suppliers.
      3. Import of Battery as well as equipment containing Battery.

      The responsibilities of producer include:

      1. Get EPR Registered
      2. Fulfill the EPR Target
      3. Create awareness about the Battery Waste disposal
      4. File annual and quarterly returns

      The producer is further divided into two sub-categories:

      • Importer
      • Manufacturer
      Recycler

      The term “Recycler” means any person or entity who is engaged in recycling and reprocessing of Battery Waste.

      The responsibilities of recycler include:

      1. Get EPR Registered
      2. Maintain record of Battery Waste collected and recycled.
      3. Create awareness about the hazards of Battery Waste disposal.
      4. Ensure the activity carried out by them is in accordance with the CPCB
      5. File annual and quarterly returns

      What types of Batteries are covered under EPR Registration for Battery Waste?

      The types of battery covered under EPR for Battery Waste include: Portable Battery, Automotive Battery, Electric Vehicle Battery, and Industrial Battery.

      Automotive Battery

      An automotive battery refers to a specialized type of battery exclusively employed to supply power for ignition, lighting, and starter systems in automobiles.

      Electric Vehicle Battery

      An electric vehicle battery is a battery meticulously engineered for the primary purpose of providing propulsive power to hybrid and electric vehicles, facilitating their operation for road transportation.

      Industrial Battery

      An industrial battery encompasses batteries tailored for a broad spectrum of industrial applications, excluding those classified as portable batteries, electric vehicle batteries, and automotive batteries. This category may encompass sealed batteries (excluding portable batteries), unsealed batteries (excluding automotive batteries), and batteries designed for energy storage systems.

      Portable Battery

      A portable battery refers to a sealed battery weighing less than five kilograms, intended for non-industrial purposes and explicitly not designed for use in electric vehicles or as an automotive battery. These batteries are typically versatile and designed for easy transportability.

      What are the documents required for EPR Registration for Battery Waste?

      The following documents are required for EPR registration for Battery Waste:

      PAN, GST, CIN, IEC (for importers) of the company
      Aadhar/PAN of the authorized person
      DIC registration (if applicable)
      PDF copy of Consent Issued under Air/Water Act and Authorization under Hazardous Waste Rules
      Scanned copy of permission from the relevant Ministry / Department for selling their product (GST).
      Scanned copy of Consolidated statement of sales certified by C.A. (Year Wise)
      Battery Type and Brand Name (Battery Details incl. Type, Composition and Etc.)
      Sales Details
      Any additional documents containing relevant information

      What is the procedure for obtaining EPR Registration for Battery Waste?

      Entities can obtain EPR for Battery Waste by submitting an online application, along with all necessary information, documents, and application fees. The process for EPR registration is as follows:

      Step 1 Documentation
      • We make sure that the Documentation is complete before EPR Application. We help you in preparing all the relevant, declarations, certifications, undertakings, flow charts, presentations, statements and prepare aa file of complete documents before application.

      Step 2
      Submission of application
      • Once the documentation is complete, we submit the application with CPCB with payment of the requisite application fee.

      Step 3
      Processing of application
      • Once the application is submitted and the application fees is paid, then CPCB will process the application.

      Step 4
      Grant of EPR Registration
      • Authorized officials will process the registration application within 15 days for the grant of EPR registration. Applications will be rejected if false information/documents are submitted.


      • If the application is complete, CPCB/SPCB/PCC will issue EPR registration certificates to PIBOs using a digital signature integrated into the portal.

      All you need to know before applying for EPR Registration for Battery Waste:

      EPR refers to the responsibility of producers to manage their products in an environmentally sustainable way until the end of their life cycle.

      Battery means new or refurbished, cell or Battery and/or its component, including accumulator, which is any source of electrical energy generated by direct conversion of chemical energy and includes disposable primary or secondary battery.

      Waste Battery includes:

      (i) Used, End of Life Battery and its components or spares, parts or consumables which may or may not be hazardous in nature;

      (ii) Pre-consumer Off-Spec Battery and its components or spares or parts or consumables;

      (iii) Battery whose date of use has expired;

      (iv) Battery which have been discarded by the user.

      EPR target is the quantity of battery placed in the market by the Producer or Manufacturers.

      Producer means an entity who engages in:

      1. Manufacture and sale of Battery including refurbished Battery, including equipment, under its own brand.
      2. Sale of Battery including refurbished Battery, including in equipment, under its own brand produced by other manufacturers or suppliers.
      3. Import of Battery as well as equipment containing Battery.

      The following entities are required to register on the online portal developed by CPCB.

      3. Recyclers and Refurbishers.

      All types of batteries regardless of chemistry, shape, volume, weight, material composition and use are covered under BWM Rules, 2022.

      The list of registered Recyclers and Refurbishers can be obtained on the online platform developed by the CPCB.
