Clarification on NPOP Applicability for Organic Textile Exports

The Directorate General of Foreign Trade (DGFT) recently issued Public Notice No. 39/2024-25 on January 5, 2025, notifying the Eighth Edition of the National Programme for Organic Production (NPOP). This led to queries from exporters and organizations like AEPC regarding its applicability to organic textile exports.

In response, DGFT has consulted APEDA (the implementing authority for NPOP under the Ministry of Commerce & Industry). APEDA has clarified that the scope of accreditation under NPOP includes categories such as crop production, livestock, aquaculture, food processing, and others — but does not include organic textiles.

What This Means for Exporters:

• Export of organic textiles is not covered under NPOP’s accreditation requirements.

• Exporters do not need a Transaction Certificate (TC) from a NAB-accredited body under NPOP for organic textile shipments.

• Instead, exporters must provide a valid TC from certification bodies recognized by Textile Exchange, GOTS (Global Organic Textile Standard), or as required by the buyer.

This clarification simplifies compliance for textile exporters and aligns certification requirements with international organic textile standards.
