New Amendment to SION E-136: Export of Wheat Flour (Atta) with Millets Now Allowed

The Directorate General of Foreign Trade (DGFT) has recently announced an important amendment to the Standard Input Output Norm (SION) E-136 under the Foreign Trade Policy (FTP), 2023. This change allows the export of “Wheat Flour (Atta) with Millets,” subject to specific conditions.

Key Amendments:

1. Content Requirements- The export item must contain at least 60% Wheat Flour (Atta) and 15% Millets, along with any other ingredients.

2. Import Entitlement for Wheat- Import of wheat will be permitted based on the percentage of Whole Wheat Flour (Atta) in the product. For every 1 Kg of Wheat Flour (Atta), 1.07 Kg of Wheat will be allowed for import.

3. Domestic Sourcing of Ingredients- Millets and other ingredients must be sourced domestically for export.

4. Export Description- The export description in the Shipping Bill (SB) must clearly state the percentage of Whole Wheat Flour, Millets, and any other ingredients.

5. Continued Compliance- All other conditions from previous Public Notices (No. 38/2015-20 and No. 62/2015-20) remain applicable.

This update aims to streamline the export process for Wheat Flour (Atta) blended with Millets while ensuring compliance with domestic sourcing and clear export documentation.
