Amendment in Appendix 2X of FTP, 2023
The DGFT amended Appendix 2X by updating the list of countries exempted from testing for the presence of azo dyes in textiles and textiles articles.
On 14th June 2023, the DGFT announces amendment in the appendix 2X of the Foreign Trade Policy, 2023 vide Public Notice no 14/2023 Dated 14th June 2023.
In the notification, the DGFT updated the list of countries exempted from testing for the presence of azo dyes in textiles and textiles articles. The countries as per the previous Public Notice No 10/2015-20 Dated 15.05.2016 and the latest public notice is as given below:

As clear from the table above, China was removed from the list and UK was added to the list.
The updated appendix 2X states that the imports coming from the following countries will not be tested for the presence of azo dyes.
The Azo Dyes is a group of artificial organic substances that are frequently employed as colouring agents in many different industries, including textile, cosmetic, printing, and food. These are known to be hazardous to health and it’s a good move on health grounds.
Around 112 azo and benzidine-based dyes are prohibited to be imported or handled under Indian law. The Indian Government banned the use of around 42 benzidine-based colours in 1993. The Ministry of Environment and Forests added 70 more azo dyes to its list of substances that were not to be handled ion 1997.
The countries in the list have also banned the use of same azo and benzine-based dyes; which is why textile and textile article imports from these countries are exempted from testing for the presence of azo dyes.
