Mandatory Shift to Electronic Certificates of Origin (COO)
As per the DGFT Trade Notices No. 36/2023-2024 (dated December 26, 2023) and No. 24/2024-25 (dated December 20, 2024), all authorized agencies are now required to issue Certificates of Origin (COO) electronically via the Trade Connect e-Platform (eCoO 2.0) by visiting Trade Connect.
However, reports indicate that some agencies are still issuing manual COOs, despite the deadline extensions granted for compliance. To avoid complications, exporters must take note of the following:
1. No Acceptance of Manual COOs: Any manually issued Certificates of Origin after the specified deadlines will be considered invalid.
2. Risk of Rejection: Partner countries' Trade and Customs authorities are being informed, and manually issued COOs may be rejected by foreign customs.
3. Report Violations: If you encounter agencies violating these guidelines, please report them to tradeconnect-dgft@gov.in.
4. Action Against Violators: Agencies continuing to issue manual COOs will face action, including removal from the list of authorized issuers.
