DGFT restricts Import of Laptops, Tablets, All-in-one PCs, etc.
DGFT amends the Import Policy of the following Electronic Items covered under the HSN 8471, the policy is amended from “FREE” to “RESTRICTED” as shown in the table and the revised policy conditions are mentioned below the table.

Revised Policy Conditions:
- Import of Laptops, Tablets, All-in-one Personal Computers, and Ultra small form factor Computers and Servers covered under the HSN 8471 shall be “RESTRICTED” and their import would be allowed against a valid License for Restricted Imports.
- The mentioned Restrictions are not applicable on Imports under Baggage Rules, which are amended from time to time.
- Import of 1 Laptop, Tablet, All-in-one Personal Computer, or Ultra small form factor Computer, including those purchased from e-commerce portals, through post or courier are exempted from Import Licensing requirements. Import shall be subjected to payment of duty as applicable.
- Exemption of Importing License for the purpose of R&D, Testing, Benchmarking and Evaluation, Repair and Re-Export, Product Development purposes is provided for upto 20 such items per consignment. On the condition that imports shall be allowed and used for the stated purpose only and will not be sold. Further, after the intended purpose is achieved, the products are to be destroyed beyond use or re-exported.
- For re-import of goods repaired abroad in reference to Para 2.28 of the FTP, License for Restricted Imports shall not be required for repair and return of stated items.
- Laptops, Tablets, All-in-one Personal Computers, and Ultra small form factor Computers and Servers which are an essential part of a Capital Good shall be exempted from the Import Licensing requirement.
